Tom Vilsack says it becomes difficult to discuss trade agreements when most American’s think trade agreements have not helped the U.S. “They think that somehow we have been on the short end of trade negotiations and trade agreements and trade arrangements and that we have lost jobs and we have lost economic opportunity because of trade.
